Highlights and Actions: Community Services and Public Safety Committee and Natural Resources Committee Meetings

Beaufort County Council committees met Monday, October 5, to discuss public safety, emergency services, mosquito control, land preservation, community development, and other issues affecting our community.
Here are a few highlights from the meetings:
Community Services and Public Safety Committee
Wildlife Rehabilitation & Veterinary Medical Clinic
The Committee supported exploring the use of existing County-owned property at the Animal Services campus for a wildlife rehabilitation and resource center and teaching veterinary medical clinic. Administration and Animal Services will develop a plan and bring a resolution to County Council for consideration.
Mosquito Control & Public Notifications
The Committee discussed ways to improve public notification of mosquito treatment activities, including exploring whether treatment notifications can be automatically shared through the County’s social media accounts. Staff will also continue public outreach regarding the County’s website and registration for treatment notifications. The Committee also discussed opportunities to communicate the use of organic mosquito treatments where permitted under State requirements.
Substance Use Prevention & Treatment Funding
The Committee unanimously approved accepting State and federal block grant funding for substance use prevention and treatment services. No County cash match is required. The resolution will move forward to County Council for consideration.
EMS Ambulance Replacements
The Committee unanimously approved the purchase of three replacement ambulances for a final purchase price of $1,180,471. The new ambulances will replace older units as they are placed into service, with the oldest and least-serviceable vehicles eventually removed from the active fleet.
Detention Center Mental Health Services
A proposed contract with Beaufort Memorial Hospital for inmate mental health services was removed from the agenda to allow for additional review. Administration, the County Attorney and the Detention Center will complete their review before the item returns for consideration.
Natural Resources Committee
Natural Resources Impact Fee Review
The Committee received an update on FY2026 natural resources impact fee balances and the need to reconcile when funds were received, scheduled for use, and/or expended. Administration and Finance will continue the review and provide a completed report to County Council.
Land Preservation
The Committee received an update on planned organizational restructuring within the Land Preservation program, including the Deputy Director position. Staff will continue work to fill the position and implement the planned restructuring.
May River Community Preservation District
The Committee considered a text amendment addressing cemetery use within the May River Community Preservation District. Planning and Administration will advance the amendment to County Council for consideration.
These committee meetings are an important part of the County’s work to review projects, funding, policies and community priorities before items move forward to County Council.
